J&K government’s Housing & Urban Development Department has warned officers of disciplinary action for executing developmental works without administrative approval.

According to, the department has directed all agencies coming under its administrative control to obtain technical and administrative sanction before undertaking development works.

“It is enjoined upon all the implementing agency(s) whichcome under the administrative control of H&UDD to obtain the technicalsanction and administrative approval from the competent authority prior to the execution of the work,” reads the circular issued by Principal Secretary,H&U DD, Dheeraj Gupta.

The circular has been issued after it came to notice of the department that tenders are being invited for execution of works without administrative approval and without specifying availability of funds.

According to the department, execution of works without administrative approval is unacceptable and violation of guidelines. Under Rule 9.3 of financial code volume -1, no work should be commenced or liability incurred until administrative approval from the competent authority , sanction either special or general of the competent authority has to be obtained before authorizing expenditure.

The department has conveyed to officials that execution of works without AA if continued will be seen as violation of standing instructions of Finance department and invite disciplinary action.

“Time and again the Finance department has conveyed standing instructions for adherence to codal formalities for execution of the works/projects. The adherence of these instructions was also reiterated by various orders issued by the administrative department,” the circular further states.
