  An emergency executive council meeting was held today at the office premise of JKEEGA, Chaired by its president Er. Harvrinder Singh wherein JKEEGA raised serious concerns about the grave injustice being imposed on the senior engineers of JKPDD by a way of either not giving due share in deputations in various power projects or by making engineers from PDD to work in CVPPL at a rank below the rank and status equivalent to the one held by them in PDD in different CPSU’s especially NHPC. One such deliberate attempt of deception with the already signed MOU’s and agreements between GOJK and NHPC on the part of NHPC is continuously evident from the past several years since the inception of different projects under NHPC. According to the Clause 2(d) of signed MOU’s between the then Hon’ble Chief Minister of J&K and the then Hon’ble Union Minister of Power, GOI dated 20th July 2000, for the power projects under NHPC, it was agreed upon that at least 30% of the personnel will be taken by NHPC on deputation from the J&K Govt.

                 However it is very unfortunate that hardly any engineer was deputed by the J&K Govt. to NHPC during construction stage and the same story has been repeating even at O&M stages of these power projects as well. These step motherly treatment of NHPC towards the engineers of JK has not only deprived the engineers of JKPDD from the opportunity of capacity building and learning , at  construction and O&M stages of these power projects under NHPC, but it has also added to the already existing unemployment of qualified engineers in UT of Jammu Kashmir. Denying the due share of employment to JKPDD engineers in CPSU projects under construction or at O&M stage in this atmosphere of unemployment is great injustice which needs to be set right at the earliest possible.

                The other such unjustified and demoralizing event took place when the senior engineer from JKPDD holding the post of I/C Chief Engineer (Electric) was transferred and posted as Chief General Manager, D&CE vice the post of CGM. Pursuant to the Govt. order, when the officer joined at the new place of posting to his utter surprise he was directed to report to General Manager, Kiru HEP. The point of concern here is that the Chief General Manager is made to report to General Manager, which is not only in contradiction to the essence of the Govt. Order (swapping position vacated by the Ex-CGM) but also it is against the promoter’s agreement and delegation of powers.

                JKEEGA requests the worthy Lieutenant Governor of UT of Jammu Kashmir , Sh. G.C Murmu to intervene into the matter and issue strict instructions to the NHPC and other CPSU’s to give due regard to the Govt. Orders and not to discriminate Govt. Engineers on deputation to these corporations. Also JKEEGA at this point of time urges the UT administration to further raise this adamant and  discriminatory attitude of NHPC and other CPSU’s with the Govt. of the union of the India so that engineers from Jammu Kashmir be given due share in terms of deputation of engineers from JKPDD and GoJK.
