The Jammu and Kashmir Legislative Assembly Secretariat has constituted a Departmental Promotion Committee (DPC) to scrutinise and recommend the promotion of officers and officials in accordance with the applicable recruitment rules and government guidelines.According to Order No. 358-JK (LA) of 2026, dated July 16, 2026, the committee has been constituted with the approval of the competent authority and will be headed by the Secretary, Jammu and Kashmir Legislative Assembly.
The committee comprises a representative of the Department of Law, Justice and Parliamentary Affairs and senior officers of the Legislative Assembly Secretariat, including Additional Secretary Bilal Ahmad Bhat, Deputy Secretary Prithvi Raj, Accounts Officer Sanjay Koul, Under Secretary Shabir Ahmad Wani, PRO to the Speaker Iqbal Gul Wani, and Assistant Director (S) Syed Ahmad Wani.
As per the order, the committee has been assigned the responsibility of examining the eligibility of officers and officials for both functional and non-functional (in-situ) promotions in accordance with the prescribed recruitment rules and government instructions.
It will recommend promotions strictly in line with the applicable rules, subject to the approval of the competent authority.
The committee has also been authorised to recommend the regularisation and confirmation of placement promotions, besides the release of the appropriate grade in favour of officers and officials who were placed against higher posts on February 24, 2025.
