The Commissioner of the Jammu Municipal Corporation Dr Devansh Yadav, IAS visited the Royal Nest Sapphire Residential Complex at Kunjwani on Wednesday, 15 Jul 26 to take stock of the various grievances raised by residents regarding alleged violations of sanctioned building plans and applicable building bye-laws by the developer M/s Omkar Nest Private Limited.
The Commissioner was received by a large gathering of apartment owners, who escorted him through different parts of the residential complex and highlighted several deviations that they said have remained unresolved despite repeated representations to various authorities.
Among the major concerns brought to the Commissioner’s notice was the non-provision of mandatory Service/Stretcher lifts, despite the towers exceeding the height for which such a facility is prescribed under the J&K Unified Building Bye-Laws 2021.
Another matter of particular concern raised was the construction of a restaurant whose air-conditioning outdoor units and exhaust ventilation systems have been installed inside the residential premises, exposing occupants to noise, heat and exhaust emissions. The Commissioner saw these installations first hand and assured of needed action.
The inspection also covered the basement, where residents pointed out extensive and persistent water seepage, which is affecting the structural strength of buildings by weakening the concrete matrix and corroding steel reinforcements. They further drew the inspecting dignitary’s attention to alleged significant deviation from the basement parking plan sanctioned by the JMC. According to residents, the developer had created nearly 30 percent more car parking spaces than those approved, resulting in substantial deviations from the sanctioned parking plan. They also highlighted another serious non-compliance of applicable building bye-laws, alleging that the EV charging infrastructure had not been provided despite being a statutory requirement.
Residents also conveyed their disappointment over several amenities and commitments that, according to them, were promised at the time of sale but have not been delivered.
They urged the Jammu Municipal Corporation to enforce the sanctioned plans, ensure compliance with statutory provisions and take appropriate action wherever violations are established.
The Commissioner patiently heard the grievances of the residents, personally examined the issues at various locations and assured them that all grievances would be examined objectively in accordance with the provisions of the law. He further assured the residents that appropriate action would be taken wherever violations are found.
Residents welcomed the Commissioner’s visit and described it as a positive and reassuring step. They expressed hope that the inspection would lead to timely enforcement of municipal regulations, protection of homebuyers’ interests and accountability for any confirmed deviations from approved plans and building bye-laws.
